Martin Halpern: On Responsibility for Torture




To the Editor:

You quote Mr. Bush as saying about the torture of prisoners in Iraq, “There will be investigations, people will be brought to justice." (May 5, 2004). Mr. Bush needs to look in the mirror. He gave the green light to an anything goes attitude toward enemies in his 2003 State of the Union Address: “All told, more than 3,000 suspected terrorists have been arrested in many countries. And many others have met a different fate. Let's put it this way: They are no longer a problem to the United States and our friends and allies.”
